A couple of clarifications:
It is an online survey, not telephone. The email sent to the students will provide the url.
Each college is required to:
1. Put the email content provided by the state on their college stationary.
2. Record a message advising the students that they will be receiving the email.
3. Record 2-3 follow-up messages to remind students to complete the survey.
4. Provide college contact information (email and phone number) for students who have questions about the survey.

Dear College Researchers,
As many of you are aware, the State Chancellor’s Office is conducting a study to identify why online students withdrew from their classes in Fall 2008. This study is based on work that was done at Frederick Community College (http://courses.frederick.edu/faculty/ - the “W” Survey – both the survey and results are available). Some details about the study are available in the attached presentation from January 15th.
The methodology is a telephone survey that will be conducted by a third party service (Connect Ed). The State Chancellor’s Office will coordinate the study, develop the student letter template, mount the study, maintain the survey website, and generate statistical data for each college and system participating and develop the study report. The list of students to be surveyed with phone numbers and email addresses will be provided by the District Office of Institutional Research.
Each college will be responsible for preparing the initial telephone message which Connect Ed will use and for customizing and distributing the email letter. Specific instructions on the preparation of these messages will be provided in teleconferences with Connect-ED. The first Connect-ED Training will be held on this Friday, 1/23 at 10 a.m PST and a repeat training will be on 1/27 at 1 p.m. PST. Instructions for connecting to these conferences will be provided separately.
I do hope that we will have 100% participation in this important study, first because our DE offerings are growing at a very rapid pace and second because the Academic Senate and the ACCJC have both expressed concern about the quality and effectiveness of on-line offerings.
Ed Pai will coordinate the overall effort at the District Office. It does not appear that any additional effort over that described above will be required on your part. We will however need to know who will serve as the contact person for your college. So please pass this information along to me, George Prather, and Ed as soon as possible.
