DE Committee Recommendation

After careful consideration and technical review of Canvas Common Course Management System, the DE committee recommends that LAMC adopt Canvas as our single common course management system at Mission. To successfully transition to Canvas, the DE recommends that faculty be trained in Canvas.  This would  include workshops, webinars, “train the trainer” and training through the Eagles Nest.  To assist department chairs in evaluating online and hybrid courses, DE recommends  training  in "Quality Matters" (a set of 8 general standards and 43 specific review standards used to evaluate the design of online and hybrid courses. OEI and DE Recommends that the college "set aside" 20% of the amount spent on its previous course management system (etudes) (i.e. $11,000 per year) for training/migration/support related to Canvas 

To transition to Canvas by Summer 2016, the DE Committee recommends the following "transition planning" .  

 

 

 

  • October 2015 - DE presents its recommendation to EPC, Academic Senate, and Department Chairs (Council of Instruction) for their review. Faculty obtain "free" canvas account and "try it out" (but cannot be used with students until Summer 2016 when migration/configuration is complete)
  • November 2015 - EPC, Academic Senate, and Department Chairs approve the adoption of canvas including training, configuration, and migration to Canvas. 
  • December 2015 - LAMC enters into IPA (Institutional Participation Agreement) with Canvas 
  • January 2016 - Guided Implementation by Canvas commences - timeline - 10-12 weeks  
  • January - May 2016 - a variety forms of Faculty training in Canvas, and Department Chairs training in Quality matters evaluation of online/hybrid courses
  • Spring 2016 - online/hybrid courses for Summer/Fall 2016 (49 Courses) migrate to Canvas and are scheduled for Summer/Fall 2016 
  • Summer 2016  - College moves to Canvas for delivery of online/hybrid and on campus course
     

Background


LAMC has delivered online courses since 2000. No course management system (CMS)  was employed until 2003 when LAMC adopted Etudes Classic CMS. Enrollment and number of our online courses increased from 19 in 2003 to 76 in 2007.   However, in Spring 2010, as costs increased for Etudes,  LAMC moved to Moodle which was free, user-friendly, and more efficient than Etudes. Moodle worked well until it updated its version from 1.9 to 2.0 in Fall 2012, and the system  became too slow and encountered many other problems.  Meanwhile, Etudes had updated and improved its CMS to its “next generation” Etudes NG. In Spring 2013, LAMC participated in an "Etudes NG pilot project"  and over 100 faculty were trained, and courses were created. In Fall 2013, LAMC adopted, migrated and moved all courses to Etudes NG. By and large, Etudes NG is serving our needs well. The Etudes contract expires on 6/30/16.  For the reasons given below, LAMC now has the opportunity to adopt Canvas with an anticipated launch date of Summer 2016. (

The DE committee reviewed the following materials and information on Canvas in making its recommendation to adopt Canvas CMS.

1. In May 2013, the District DE Stakeholders and the District Academic Senate President called for a task force to study the feasibility of a single Learning Management System (LMS), now commonly referred to as Course Management System or CMS. During 2013 and 2014 the task force conducted a careful analysis (1) which included both student and faculty surveys (2013-2014). In March 2014, the task force made the following recommendation:

 

"Following a review of the report from LACCD Feasibility Task Force (2013-2014), the District Distance Coordinators and District Stakeholders Committee Force conclude that a single Course Management System (CMS) for the LACCD is feasible.  The committee recommends that the Technology Policy & Planning Committee (TPPC) systematically evaluate the use of a single CMS for the LACCD Colleges"  

 

2. In January 2014, the governor of the State of California proposed funding in his 2014-2015 budget for expanding access to the CCC's, CSU's and UC's by  offering additional online courses.  With the passage of the budget, the Online Education Initiative (OEI) was born.(2) 

The Online Education Initiative (OEI) is a collaborative effort among California Community Colleges (CCCs) to increase student success and completion by working together to increase access to quality online courses and support services for students. (3) . The OEI was initially funded through a $56.9 million grant over five years from the California Community Colleges Chancellor’s office, a key initiative in support of Governor Jerry Brown’s focus on increasing student success. The OEI is one of three major initiatives—including the Education Planning Initiative and the Common Assessment Initiative—that are expected to integrate, improve, and evolve existing technology services on behalf of California's community college students. (4)

 

3. During Spring 2014 through December 2014, a specially selected CMS workgroup  of the OEI  used a collaborative, faculty driven process,  to select the best CMS to meet the needs of our CCC students and to procure a CMS that serves the needs of all CCC students, both online and in our face-to-face courses.  (5)

 

4. In February 2015, following 3 days of product demonstrations; the Common Course Management Systems (CCMS) Committee cast a nearly unanimous vote to adopt Instructure's Canvas as the CCMS. and cited the following supporting reasons:
 

  • intuitive student and instructor experience
  • overwhelming support from students
  • exceptional faculty adoption rate
  • increased student success and completion rates
  • flexibility for students
  • overwhelming support from CCC community (5)

 

5.  The LAMC DE Committee, in reviewing whether to adopt Canvas, took into account the following benefits in adopting a single LMS and Canvas:

  • The cost of Canvas is free until 2019 which is a substantial savings from our current CMS.   
  • LAMC will be part of a community of educators designing the future of Canvas as it goes forward
  • Canvas will be integrated among the services available across the system-wide initiatives including resources currently being piloted (Online Tutoring and Student Readiness Modules) in the OEI.
  • Professional development opportunities for using Canvas will be provided through the initiative at no cost our college
  • Course migration support will be provided.
  • LAMC will no longer have costs associated with a self-hosting infrastructure
  • Upgrades will be completed system-wide - no downtime for students and faculty because Canvas is on the Amazon cloud and not on any single college server subject to maintenance and downtime 
  • Additional resources will be integrated over time
  • Significant reduction of the cost of the CMS as it will be subsidized by initiative funds
  • The RFP/Procurement process has been thoroughly conducted thus saving the college time in the adoption process
  • Adjunct faculty who teach throughout the District will not have to learn multiple or different systems.
  • Students will have a seamless experience when taking online, hybrid and web-enhanced courses on the multiple campuses
  • Ability to support a single, sign-on with our LACCD/LAMC new student portal – “Peoplesoft” – Etudes does not currently support this, and this was a significant factor Canvas was selected by OEI as their Common Course Management System 
  • Unique Canvas features include: ability to support peer reviews, ability to support student learning outcomes, ability to support portfolios, ability to provide a RSS feed for students to subscribe, grading rubrics for evaluating assignments and discussions, integration with google docs, mobile apps for Iphone and Android, enhanced social media including ability to send text messages, analytics available to students, (6) 

 

6. On August 7, 2015, DE members and other LAMC faculty and administrators participated in a an online webinar which demonstrated the features of Canvas including the automated use of SLO rubrics in grading, and video recording of comments and feedback on assignments. The webinar was recorded, posted at the DE website, and forwarded to LAMC faculty. (7).

 

7.  Following the webinar in August,  Canvas created  "test drive" sandbox for all LAMC Faculty to test drive Canvas, located at http://lamission.instructure.com  - DE members received their own Canvas shells, and then conducted their own "test drive" and technical review.  

Canvas provided three sample courses in the LAMC "sandbox" to assist DE members and LAMC faculty with their technical review of Canvas


8.  On September 17, 2015, the DE Committee convened in its regular September meeting, reviewed the results of  their individual  "test drive" and technical review and unanimously voted to recommend that LAMC adopt Canvas as the single Mission College Course Management System, and further recommended that the College, OEI, and Canvas provide full support and training to train LAMC faculty and students. (8)
